On April 21, 2022, Omnes Independent Practice Association (IPA) was awarded additional funding from the state of New York to continue developing a clinically integrated network for behavioral health providers. The award totaled $988,357 and is tied to improving quality measures selected by the state. The funding is part of New York State’s approved spending plan for the enhanced federal medical assistance percentage (eFMAP) authorized under section 9817 of the American Rescue Plan Act of 2021. A total of $20 million was awarded to Behavioral Health Care Collaboratives/IPAs across the state.
Funding is tied to Omnes IPA demonstrating performance improvement on at least two of the following measures: reducing ER utilization, increasing opioid use disorder medication initiation and adherence, increase in 30-day follow-up after hospitalization for mental illness, and increasing behavioral health rehabilitation service utilization. Failure to meet performance improvements results in the funding being returned.

The funding can be used to support value-based payment readiness as defined by the state. The areas for funding include organizational, data analytics, quality oversight, and clinical integration. Omnes IPA anticipates using the funding to expand infrastructure and improving the organization’s data abilities.
