Organizing Members

The CNY BHCC was organized and is led by Helio Health, Liberty Resources, Upstate Cerebral Palsy and the Inclusive Alliance IPA.

Jeremy Klemanski – President

Mr. Klemanski serves as the President and Chief Executive Officer of Helio Health, The Helio Health Foundation, and CNY Services.

During his leadership, Helio Health has grown to a 509-bed continuum of care comprised of Inpatient, Outpatient, Residential, Housing, Training, In-Community, Recovery and Aftercare Services divisions, primarily serving 8 counties, with key operations in Binghamton, Rochester, Utica and Syracuse, NY, (not including another 148 beds in development). He also founded the Helio Health Training Institute.

Helio Health is experiencing significant growth in all treatment segments as a result of its regionally integrated continuum of care approach. .

Most recently he has been focused on; the development of the CNY BHCC, and merging CNY Services and Helio Health together, both efforts are designed to form a more integrated continuum of care for behavioral health in upstate NY.

In the recent past he has been focused on the development of: a 50-bed Medically Supervised Withdrawal & Stabilization program in Binghamton, NY, an Opiate Treatment Program clinic co-located and integrated with Helio Health’s Integrated SUD/MH clinic, a Certified Community Behavioral Health Clinic, a Center of Treatment Innovation (COTI), two new HUD housing programs, a Regional Open Access Center for Addiction (ROACA), and a 75-bed Residential Treatment facility.

He earned an M.B.A. from the Whitman School of Management at Syracuse University, and completed undergraduate work at the State University of New York Polytechnic Institute.

Helio Health is the lead organization for the Central New York Behavioral Health Care Collaborative.

Carl Coyle – Secretary

Carl Coyle, MSW, is CEO of Liberty Resources, Inc., a large diversified Health and Human Service organization which serves varied populations across New York State and Texas. He has been CEO of Liberty Resources for over 30 years. Under his leadership, the organization has expanded significantly in geographic and programmatic scope. Originally Liberty Resources operated in Madison County, New York, serving approximately 300 clients with less than $500,000 in revenue. Today, Liberty Resources serves over 16,000 individuals annually and employs nearly 1,500 dedicated and professional employees throughout New York and Texas. The combined annual operating budget from all corporate entities and Affiliates is approximately $80M. He is also a Founding Partner of the CNY BHCC.

Mr. Coyle also has held Adjunct Faculty positions at Syracuse University and has taught around the Globe through the Whitman School of Business through the Institute for Veterans and Military Families to service members at various military installations. Mr. Coyle is married and father of two children and has four grandchildren.

 

Geno DeCondo

Geno DeCondo assumed the position of Executive Director of Upstate Cerebral Palsy in May 2018. Since 2008, Mr. DeCondo has held the positions of Chief Financial Officer and Chief Operation Officer within the organization. Prior to joining Upstate Cerebral Palsy, Mr. DeCondo had over 20 years of experience in financial services.

UCP is a human service agency that provides programs and services to thousands of children and adults with differing abilities and their families across six counties in New York State. The organization employees 2,000 staff and providers.

Mr. DeCondo has an undergraduate degree from RIT and an MBA from the University of Albany. UCP is a founding partner of the Central NY BHCC.

 

Paul Joslyn

Paul joined AccessCNY as its Executive Director in August 2016 and also serves as the Vice President of the Inclusive Alliance IPA. His professional experience includes over two decades in senior leadership positions for both not-for-profit and for-profit organizations. This includes serving as President of RCB Fund Services, a Fair Fund administrator owned by former U.S. Securities and Exchange Commission Chairman Richard C. Breeden, and Chief Operating Officer of Unity House of Cayuga County.

Paul completed his undergraduate studies at Susquehanna University and holds MBA and MST degrees from Le Moyne College. He lives in Syracuse with his wife, Kathy, and daughter, Cecilia.

The Inclusive Alliance IPA is a diverse group of human service providers working together to improve the sustainability and quality of services for people with disabilities in Central New York. The IPA is a founding member of the CNY BHCC.

Kathleen Gaffney-Babb

Ms. Gaffney-Babb serves as Executive Vice President and Chief Operating Officer of Helio Health.

She started with the agency in a clinical role at the Outpatient clinic in 1991 and has held a variety of roles. During her leadership, Ms. Gaffney-Babb provided oversight to four divisions of the agency, Inpatient, Outpatient, Residential and Recovery Services. Currently, she has direct supervisory responsibility over the Chief Human Resources Officer, Chief Clinical Officer, Chief Program Officer and Chief Development Officer. Ms. Gaffney-Babb serves as Chief Advisor to the President and CEO and represents the agency to community and government partners.

Ms. Gaffney-Babb earned a Master of Science in Rehabilitation from Syracuse University and is a Nationally Certified Rehabilitation Counselor and NYS Credentialed Alcoholism and Substance Abuse Counselor.

She is an adjunct professor at Onondaga Community College in the Human Services Department and developed a complete online curriculum for four substance abuse counseling courses.

Ms. Gaffney Babb has served as a Clinical Solutions Architect with Netsmart Technologies, and provided independent consulting services for implementation of Electronic Health Records for behavioral health agencies across the United States.

Carrie Doran

Ms. Doran has over 25 years business experience in varied industries and has been with Liberty Resources since 2005.  She currently leads the organization in the role of Chief Operating Officer, providing strategic direction and oversight for all program operations activities and strategic initiatives of the company as well as oversight of the administrative infrastructure (HR, QA, IT, Business Intelligence, and marketing). In addition, Ms. Doran has received several professional awards and is a Board Member of New York State Regional Planning Consortium and Founding Partner Member Representative of New York State Behavioral Health Care Collaborative CNY
